Such antecedent meant the greater use of the petroleum-largest generator of energy-current, both in the solution of needs such as transportation and manufacturing of household appliances (boots, brushes and soaps); as a new commercial activity extraction and search for oil and business, by its consumption in exorbitant volumes worldwide. However, lack of development of human and national experiences to the proper use of crude oil, they ended up affecting humanity, biodiversity and the environment, and it is from such a history, which was followed by various conferences and international commissions who poured on their objectives relating to environmental sustainability, development and energy issues.
